The Komeda College of Education is a Methodist Teacher Education Institution affiliated to the University of Education, Winneba. Our course responsibility is to train teachers for the Ghanaian school system

The Governing Council of the college invites applications from suitable qualified candidates for the following position: Vice Principal

Job Description

• Per the Harmonised Scheme of Service, the Vice Principal shall assist the Principal in the overall management and administration of the college

Qualification Required & Experience

The applicant must

• Be a research degree holder
• Be at least a principal tutor
• Have research experience
• Have leadership experience in tertiary education (eg. as HOD/Dean, etc)
• Be able to complete at least one term of 3 years before attaining the compulsory retirement age of 60
• Have good character and high degree of personal integrity

Job Summary

Per the Harmonised Scheme of Service, the College Librarian has overall responsibility for library, research and information needs of the college community. The College Librarian shall

• Serve as the professional and administrative head of the college librarian shall
• Provide leadership in advancing the college’s teaching and mission through a clear vision of the library’s role, comprehensive strategic planning and incorporation of emerging technology
• Draw up and monitor the implementation of college library strategic plan
• Establish and maintain procedures, policies and systems to provide efficient library operation and be exposed to international best practices
• Plan, organise, coordinate and measure the work activities of all library personnel
• Collaborate with the relevant and appropriate institutional libraries and organisations within and outside the country to attract grants for library development and
• Be a member of the Academic Board

Qualification Required & Experience

The applicant must

• Hold a research master’s degree in library studies or information-related discipline
• Have served as Deputy Librarian in a college of Education or at a comparable grade in an analogous institution/organisation for at least 4 years
• Be conversant with library records management software
• Be analytical, critical, informative and research oriented
• Have a good character, leadership skills and high degree of professional integrity and
• Be able to complete at least one term of 4 years bfore attaining the compuslory retirement age of 60
• Have good character and high degree of personal integrity

Job Summary

Per the Harmonised scheme of service, the college Secretary is the Head of the Office of the College Secretariat. He/She is the Chief Administrative Officer of the College and reports to the Principal and

• Assists the Principal in the day-to-day administration and management of the college
• Is in charge of all administration, secretarial and personnel matters of the College
• Is the Secretary to the College council, all committees of council, as well as statutory committees of the college
• Ensures the functioning of all boards and standing committees of the college
• Is responsible for the co-ordination of the college’s strategic planning, policy formulation and implementation and performs any other official function as may be assigned by the governing council or delegated by the principal

Qualification Required & Experience

The applicant must

• Hold a minimum of master’s degree, preferably in Administration or Management
• Have served as a Deputy College Secretary in a college of Education or at a comparable grade in an analogous institution/organsiation for at least 4 years
• Be capable of planning, organising, implementing and administratively managing all activities related to the Office of the College Secretary
• Have considerable knowledge, experience and understanding of the tertiary education structures and environment in general
• Be able to develop and implement strategies to achieve the mission and vision of the college
• Be capable of working effectively under pressure to meet deadlines
• Have strong intellect and proven emotional stability and integrity
• Be computer literate and
• Be able to complete at least one term of 4 years before attaining the compulsory retirement age of 60

4. Job Title: College Finance Officer

Job Summary

Per the Harmonised Scheme of Service, the Finance Officer is a top management position heading a major division of the college and shall

• Be the Chief Accounting Officer of the College and the Chief financial advisor to the
• Principal
• Be generally responsible for the administration of the financial affairs of the College
• Ensure its financial health and exercise direct supervision over all accounting officers
• Be responsible for collecting all legitimate revenues due to the college
• Exercise control over expenditure in line with the College’s objectives and budgets
• Have the duty of preparing the annual budget of the college for presentation to the appropriate governing body for approval and implementation
• Be responsible for ensuring that the financial statements of the college are drawn up in accordance with the law establishing the colleges, the statutes, applicable accounting standards and all other Regulations approved by the College, as well as all other relevant national laws and
• Liaise with the appointed external auditors to get the College’s financial statements audited

Qualification Required & Experience

The applicant must

• Hold a good first degree in a relevant discipline
• Have a professional qualification or a master’s degree in finance
• Must have served as a Deputy Finance Officer in a college of Education or at a comparable grade in an analogous institution/organisation for at least 4 years
• Be able to complete at least one term of 4 years before attaining the compulsory retirement age of 60
• Have good character and high degree of personal integrity

In addition, applicant must:

• Be analytical, critical, result-oriented, innovative and visionary
• Possess excellent communication, interpersonal and supervisory skills
• Possess strong I.T skills and familiarity with accounting software

Job Summary

Per the Harmonised scheme of service, the college Internal Auditor is the Head of the College’s Internal Audit Unit and should provide independent, objective and consulting services designed to add value and improve the college’s operations and provide a systematic and disciplined approach to evaluate and improve risk management, control and governance processes of the college. The college internal auditor shall

• Ensure the establishment and operation of an efficient and effective internal financial control system
• Vet all proposed expenditures to ensure compliance with laid-down internal control systems and other statutory requirements
• Assess the extent to which assets are accounted for and safeguard losses
• Monitor and ensure that expenditures incurred should have been authorised ad are within budgetary provisions
• Liaise with the external auditors to ensure that appropriate actions are taken on reported audit findings
• Draw the attention of the Principal and the Finance Officer to deficiencies in the system with recommendations for remedies and discharge any other necessary in consultation with chairman of the college council

Qualification Required & Experience

• Hold a minimum of master’s degree in Accounting or Finance
• Have a professional qualification
• Be a member of the institute of internal auditors
• Have served as a Deputy Internal Auditor in a College of Education or at a comparable grade in a similar institution/organisation for at least 4 years
• Have strong intellect, be analytical, critical, result-oriented, innovative and visionary
• Have proven emotional stability and integrity
• Possess strong I.T skills and familiar with financial management framework
• Exhibit a high sense of industry, leadership qualities and organizational skills and
• Be able to complete at least one term of 4 years before attaining the compulsory retirement age of sixty
• Have good character and high degree of personal integrity
