Driver and Vehicle Licensing Authority (DVLA) Ghana

Driver and Vehicle Licensing Authority (DVLA) is a public organisation under the Ministry of Transport. It was established in 1999 by an Act of Parliament (Act 569), 1999. DVLA replaced the Vehicle Examination and Licensing Division (VELD). By the Act, DVLA is to provide a regulated framework for an enhanced and more effective administration of drivers and vehicles. DVLA was granted partial autonomy by Government in April, 2016.

Driver and Vehicle Licensing Authority’s key stakeholders are the Motor Transport and Traffic Department (MTTD) of the Ghana Police Service; Transport Associations; National Road Safety Commission; Ghana National Association of Driving Schools (Ghana Drive); National Insurance Commission; Ghana Automobile Distribution Association; Government Technical Training Centre; National Drivers Academy, the Judiciary and the Motoring Public.

Mission

DVLA exist to ensure the use of best practices for licensing drivers and vehicles to promote road safety and environmental sustainability, while pursuing integrity, excellence, professionalism and reliability in service delivery.

Mandate

DVLA’s mandate is to promote good driving standards in the country and ensure the use of roadworthy vehicles on the roads and other public places.

Learners Driver’s License

A Learner Driver’s Licence has to be acquired for a period of three (3) months before the actual licence could be applied for.

Requirements

  • Physical presence of applicant at any DVLA office
  • Minimum 18 years of age
  • Basic education (BECE) or Adult Education, Ability to read and write
  • Pictures

Procedure

  1. Purchase and completion of Forms F and F1
  2. Physical examination and eye test
  3. Payment and issuance of Learner Driver’s Permit, L-Plate, Syllabus and Highway Code
  4. Compulsory 48-hour training with a DVLA accredited driving school
  5. Capture of biometric information and scheduling for written test
  6. Written Exams
  7. oral Examination
  8. In-Traffic test
  9. Payment of Driver’s Licence and P-Plate fees
  10. Capture for Driver’s License
  11. Issuance of Temporary Driver’s Licence and P-Plate
  12. Issuance of Driver’s Licence

Foreign licence Conversion

Requirements

  • Valid foreign drivers’ license
  • Applicant must have requisite papers to stay in Ghana (at least a one year stay or a letter from a Ghanaian employer)
  • A photocopy of foreign Driver’s Licence
  • Non-citizenship card (for foreigners)
  • Letter from employer
  • Authentication from issuing authority or Embassy/High Commission

Procedure

 

  1. Applicant shall appear in person with the above requirements
  2. Payment of the prescribed fee
  3. Filling of forms
  4. Road Signs and Road Markings Test (when the need arises)
  5. Issuance of cover note
  6. Collection of license within 3 momths

International Driving Permit

To acquire an International Driving Permit, the applicant must personally contact DVLA.

  • A valid driver’s license/cover note
  • Two passport size pictures

Procedure

  • Authentication of applicant’s Driver’s Licence
  • Payment of fees
  • Filling of forms
  • Test on Road Signs and Markings, general questions on the country for which the permit is to be issued
  • Issuance of International Driving Permit

NB// (An International Driving Permit is valid for 1 year from the date of issue)

Replacement of Lost License

Requirements

  • Document search
  • Payment of the prescribed Fees
  • Filling of appropriate Forms
  • Authentication of Driver’s license
  • Eye test
  • Any other test DVLA may prescribe
  • Issuance of cover note
  • Collection of License
